                    If you thought someone was being fraudulant, one would you contact to ask to investigate... I mean claiming housing benefit, while driving round in two new audis, and running a business from home, and taking out c/c's in his partners name and spending on them?

            Local council would investigate for housing benefit, could also mention to them about running a business from home as I believe they need to be informed if the house is being used as a business premises.
Very much doubt there is much you can do on the credit cards, if his partner has taken them out in her name then she must have agreed to them and know they are being used. Especially if they are living together it would be very difficult to prove that he was making the purchases instead of her, or that she hadn't given him permission to use the cards.0 -

            my advice would be to mind your own business and get a life, jealousy is a bad thing, you seem to know enough about who has applied for what in who's name that they must be friends of yours or your listening to rumours, if i had friends like you i would no longer need any enemies.0

It looks like the partner needs to come on here for advice in her own right. She will know the ins and outs and needs advice on the consequences of the different options open to her.If you've have not made a mistake, you've made nothing0
