Or go to a site like https://www.wavcental.com, https://www.slhacker.com or https://www.frogstar.com and save the files on your hard drive, then upload to your phone - great for eg them tunes, cartoon sounds etc
Obviously depends on your phone's capabilities...

They will cost you if you choose the option to send ringtone direct to your phone, they are Free to download direct to your pc!
