When I used toner years ago, I used to buy (very old fashioned, this!) witchhazel and rosewater from the chemist & do a 50-50 mix. Very cheap and gentle on your skin.
You can't go far wrong with Superdrug's own brands; they do a basic range now (has a silver star on a very plain label) and everything is less than a £2. Plus they are on the BUAV approved list, so get my vote everytime!

Rosewater or lavender water would be good for combo skin. I find witch hazel very drying personally.

I made my own lavender water by putting some lavender essential oil in a spray bottle with water from our water filter. It's very refreshing sprayed over me on these hot nights and a bottle of oil is a couple of quid and lasts absolutely ages. If you do this, use up to 20 drops of oil per 50ml of water.

I've just started using the Garnier Cleansing Lotion for sensitive skin that I'm most impressed with. It isn't technically a toner, more of an all in one, but I couldn't believe how well it took off all my eye make-up and the rest of the make-up on my face. It just dissolved it all without any irritation (my eyes get easily irritated) and you don't need to follow it up with a toner. Plus it's under a fiver, so I would recommend. Other than that, I like the Liz Earle Tonic, but it isn't cheap. I've had good results with No7 toners too and they're usually reasonably priced, plus I believe at the moment there's a 3for2 on No7 stuff.
Never argue with an idiot; they'll bring you down to their level and then beat you with experience.
