Well strictly speaking he should have claimed it at the time. But that said I'm sure I have seen cases where people have managed to get the council to reduce the debt to take this into account (I'm not sure they have to legally but its worth trying anyway). As df says people are often advised to speak to their local councillor if the council are not being very helpful (maybe he could try using the excuse that he had just moved from scotland and didn't understand he had to claim the discount? not sure how it works in scotland though.)A smile enriches those who receive without making poorer those who giveor "It costs nowt to be nice"0

There are no limits set in law regarding the time for claiming discounts or exemptions however you must satify the local authority that the discount is warranted.(maybe he could try using the excuse that he had just moved from scotland and didn't understand he had to claim the discount? not sure how it works in scotland though.)
The rules are the same in scotland.I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0 -

You will be establishing a pattern that will end in resentment on your side and dependency on his.
If he is old enough to have a girlfriend then he is old enough to take responsibility for his previous actions.

Obviously you have experience in these matters, thanks for the imput. Could you maybe suggest on how we can appeal to the council for a reduction, or do you think its too late? It's doubtful that the council would see this as grounds to recall the debt.
The fact that the discount hasn't been applied and the bill hasn't been paid at all are two separate issues...If you don't stand for something, you'll fall for anything0 -

But i do agree, not paying your tax and been charged the wrong amount are different issues.Although no trees were harmed during the creation of this post, a large number of electrons were greatly inconvenienced.
