Grievance re pay, they said too much time elapsed for claim!

IF your contract states that you will be paid for 45 hours at a specified hourly rate, and IF the reason for the shortfall is a mistake (ie it was not a reduction in hours/wages which affects all your colleagues, but a genuine admin error that affected your wages) then this is an unlawful deduction from wages, and you can claim as it is a continuing course of conduct. I have successfully taken a number of similar cases to tribunal over the years - usually where a pay rise has been notified but not taken effect owing to an admin error and the employer later refuses to make good the shortfall.
But if what has happened is that everyone's wages were reduced and it has taken you two years to raise a complaint, then yes, you are too late as you are deemed to have agreed the change to your contract by your conduct in continuing to work under the new T&Cs.
