Recorded Delivery or Special Delivery for PO Box address?

I have got a pre paid tesco vouchers RAC application form to post for roadside recovery with them. Tesco advise to send by recorded delivery even though its freepost as they cannot refund the vouchers if lost.
Although the form comes pre printed to fold over stick and post I have put it inside another envelope because its extremely flimsy and floppy but the address is actually to a PO BOX so how can anyone sign for something at a PO BOX?
Is it worth me sending it by Special Delivery before 12 noon at a cost of about £4.10 as apposed to Recorded at about £1.00 seeing as it's a post box address?
