Should I Pay VAT on kit for a school sports tour

Should I be paying VAT on sports kit that is being used for a school sports tour. I am aware that the company providing the kit requires payment to be with VAT. However if the kit is being provided to the tourists from a fundraising pot that has been paid into a school account is it possible to claim the VAT back so that the fundraising is not subjected to the VAT on the clothing.

According to this site, it's standard practice for the school to be able to reclaim VAT on PTA purchases, provided the PTA provides the cash and the school does the buying. But if the PTA had already bought the kit, then the school can't make a retrospective claim.

Looks promising, but I'd want a bit more evidence than a 2006 Brighton council webpage before claiming!
