Parking fines got to civil enforcement stage. Please help!

I moved house last year and changed address on everything apart from the DVLA. Idiot I know; I overlooked it.
This week a friend from the old house brought round post for me, some nine months old. There were two blue parking ticket letters from South Wales Police (from Nov 09 and Jan 10) both asking for £30, and what appears to be a follow up letter to only one of them from Her Majesty's Court for £45 (April 10), and then two Excel Civil Enforcement letters (May and June) demanding payment of £110 and that this was going to bailiffs and it would increase to £280.
The letters do not seem to say which ticket they relate to.
Why wasn't both tickets followed up?
I have had one parking ticket before and paid it straight away, which is what I would have done with these if I had got a ticket on my car (I live on a school run so guess they have had it).
I am not trying to dispute paying fines, but has my stupidity with not informing the DVLA of my house move made these £280 charges non-negotiable?
I am very worried as I can not afford the expensive payments. Any advice would be hugely appreciated.

    You need to contact both South Wales Police and also HMCS to find out the ticket numbers you need to find this out before you can do anything, you will also need to find proof of when you think you paid for a ticket, how did you pay cash, card payment, or cheque.

    The HMCS £45 is likely to have gone to the bailiffs by now and unless you sort it pretty darn quick you will have lots of more added costs on top. Do you still own the car involved ? If not I suggest you contact DVLA. Before tickets are registered at your local court for payment a reminder would have been sent, have you moved address ? Or have you just binned the letters. The Enforcement agencies wont necessarily be able to tell you the ticket numbers but
    South Wales Police and also HMCS can.
