they ask for a picture because they are supposed to give the colour that will best suit your hair colour and style, so it says

I think they's a competition to go to London for a makeover too and I guess their "random" choosing of a person wo go will be based on the photos. Also, some people will be detered from wanting to ask for the free sample cos of having to do the photo thing
