if doing PGCE, would my tuition fees get payed for me?

i was wondering if anyone can clarify.
according to the information.
on a PGCE, I would be eligible for a maintenance grant of £2906 and a bursary of between £5000 to £9000 depending on the course.
What i want to know is that, if my family's income is very low, does Student Finance pay for my entire yearly tuition fee like they did when I was on an undergraduate course a few years back?
If the tuition fee is £3250 for a year, then obviously I could not afford that, but the maintenence grant would cover most of that cost and the bursary would cover living costs, etc for the year.
Obviously, if the entire tuition fee is waived for me if I am from a low income household that would be great.
I would not want to take out a student loan, thats why I am asking.

You would take out a tuition fee loan, just as you did for your degree; do you have a problem with that?0

I'd also watch the budget tomorrow.
The Golden Hello for FE has been stopped already, as has funding for MA Social Work students.
Wouldnt be suprised if some of the teacher training budget is slashed too.0
