There should be a job description (of the role and responsibilities) but there doesw not have to be a person specification. Your personal statement should be about two sides of A4 which address the job description.

I was the poster who suggested not calling, feel free not to take that advice though! I've applied for a few jobs where there was just an old fashioned application for and no person spec, but they've tended to be for private or small employers. It is possible to apply without one, but I agree if the employer is the council there probably is one somewhere.

If you can't find contact details on the council website does the school itself have its own? Is it not listed in the phone book?
