someone advise me before i pull out my hair please

this isnt a money saving plea,but i really need advice
yesterday 28th aug.about 3pm a neighbour who is VERY well known to the local police and takes frequent trips to prison literally threw himself over my back fence and smashed up my £100 barbeque.He then proceeded to threaten me (whilst my 3 young children all stood next to me) he threatened to kill me and my children and i know from his own mother he was banned from wales(his home) for petrol bombing someones house while the family were in bed.so i didnt take the threats lightly.he then attacked my husband.i called 999 they took 40 minutes to arrive,although a few of my neighbours had also rung 999 reporting the incident.when the police arrived they simply looked in my garden asked me if anyone was hurt,they made a few notes and said theyd look into it!
they could see i was clearly frightened for mine and my familys safety,i asked what was going to happen and that i wanted him to be arrested.
the police officer calmy said"we'll probably find something to arrest him for"
and that was that.they left.
they didnt call at my next door neighbours who had also rung them and gave her details.
then at 8pm the same person smashed my kitchen windows.i again rang 999.again it took them around 40 mins to arrive,they knew my children were in the property but obviously wasnt bothered for any of our safety.
they drove up stopped just outside and without even getting out of the car,said the person in question had been seen and run off,they were going to quickly find out information and they would be straight back in a few minutes to take statements etc.
1035pm an hour and half later they still hadnt come back.i called the local police station and was told they would call asap.
11.30pm 2 and a half hours since my first call,they still hadnt called round.my children were in a state of panic and i was pacing up and down checking all my windows and doors.again i called and was told officers were on way
00.15am still nothing,again i called and was told that someone would be round.
i stayed awake all night,in fear of what the person would do next.a couple of times i called the local custody to see if he had been arrested and he hadnt.
then at 9am i called yet again,and was told that the officers dealing with the case werent on duty until 12pm.and they were going to call round as soon as they came on duty
15.44 i called again was told that the case would be re-opened and the officers would call round for statements before 8pm.
i waited,my latest call was at 21.37 when i made a complaint and was told that guess what"someone would contact me"
jesus what on earth does it take for them to actually do something!
it is now 26 hours since i reported my windows being smashed,and the police have made no attempt atall,to contact me in anyway to check we are safe,to take statements,to see the blood on my window where he smashed it.
the council wont even repair my windows without the crime report number,the people iv spoke to say they cant give me the report number,but the officers dealing with it(or supposed to be dealing it!) would give me the report number..when will that be?after the person has petrol bombed my house?blown up my car?
i am so stressed i just dont know who on earth to contact to get this dealt with.

    well ya know thats just what i said.
    i just said to my husband"do you think if i was to pay a "friendly"visit to the blokes home armed with a bat,and beat the living hell out of him do you think the police might finally contact me"
    i just dont know where else to turn.

    Tell the police your about to shoot him ... they'll be round straight away!!

    awful treatment by the police. In the past (distant past) my brother was held against his will in a house (whilst he was delivering newspapers) he had disapeared for hours. This caused concern, he had his arm twisted up his back and generally abused verbally by this family. Neighbours of this family called the police. The reaction of the police was to brush this under the carpet and they stated to my parents that the family were known to the police. It was if they were just as scared of the criminals as we were. It really seemed some people live above the law.

    What the hell are they playing at? If they charged him with threats to kill he is likely to be held in custody. Sounds to me like there is something going on here that you don't know about and they want him on the streets at the moment.

    Go to your local police station and ask to see an Inspector and make a formal complaint.
  • Could you not say you will highlight the problem to the local paper, (not that you will) but that usually gets things done. That sounds awful for you and your family, they get away with everything as nobody is brave to confront them. sccum of the earth .
    Have you taken photoes etc to back up your issue? Just a thought.
  • It depends on your area but where I work we only have 3 days to crime a job so if they are the same they should definately get to you before tomorrow
