    You cannot apply for an enhanced CRB yourself. Either a relevant employer or agency must apply for this themselves (although they can expect you to pay for it - although employers usually pay for this agencies often do not), and cannot in law accept one that has been obtained by a previous employer. If an agency / employer accepts you for work /on their list, they will have you apply for the CRB check, but it will come back to them - you can't just show them one you got earlier.

    Actually I have had several agencies that have accepted my CRB which was issued in March without asking me to reapply.

    Some local authorities only advertise on their own websites because they don't want to pay for advertising (like my own!). The vacancy levels depend massively on where in the country you are. In social work (and I am a social worker myself so I can only speak from what I know), as in lots of public sector jobs, there is a squeeze on recruitment at the moment to be honest. My own team have withdrew advertised vacancies due to financial constraints - but there are certainly lots of jobs in London generally (again, where I work).

    Or realistic? People have to make some effort - the help you got wasn't "enough". Being a social worker is a serious job and a serious commitment. If you aren't committed enough to do a google search on your own to find a job for yourself (and heh - you are sitting at the computer!!!), or ring a few council's to find out how and when the recruit, the how can anyone have confidence in your ability to care for vulnerable people and children. Things like jobs don't get handed out on platters. Grow up.
