Can my employer cut my hours and bring in agency staff

Hi,
I am a care worker. we have all been informed that from July 1st we are having our monthly hours cut by up to 80 hours per month. And also they have informed us that they are going to be bringing in agency staff and also paying them more than us.
Is this right.
Is this legal.
What rights to I have
What I can do
