Applying for a new passport? Epassportphoto is a handy website that lets you take your passport photos at home for free rather than paying for them at a photo shop. EPassportPhoto.com includes instructions on how to take your pictures, transfer files from your digital camera to the site, adjust size to conform to passport requirements, (the site currently supports the exact government requirements of more than 60 countries, from Albania to Zimbabwe), and create multiple copies. Once the process is completed, you can print the photos on your own high quality photographic paper, take them on disk to a local photo store, or follow links to online photo printing services.

Their site is just a print at home that offers the same as what Windows Photo Viewer offers and if you don't have photo paper and a high quality printer then I don't think the passport office would accept it.0

I'd be very wary of printing them yourself as the passport service has very particular requirements, and I'm sure they say not to use pics printed by inkjet printers.
Would probably be Ok for bus passes or Oyster cards etc though - not as fussy!0
