No appraisal No wage rise Not enough backpay

Hi, my girlfriend works at a school and every year is meant to have an appraisal with associated pay rise.
She told me the other day that she has not had an appraisal for 2 years.
I told her to inform the head teacher which she has done.
She has been told that any wage increase will only be backdated to April this year!?
Furthermore this is the second time this has happened, the last time Ofsted were visiting and she just happened to mention it to them who then sorted out an appraisal...again only getting backdated to the start of that finacial year so she missed out on another whole years backpay.
What are her rights in this situation?
Can she demand all the backpay she has lost out on?
What about interest on that backpay?

If she has a contractual right to a pay rise every year, then she is entitled to one (backdated if paid late).
But I don't know many employers who would guarantee an annual pay rise; many employers today are cutting salaries"Now to trolling as a concept. .... What about pulling her finger out and insisting on the annual appraisals
