Paying VAT in Guernsey

in Cutting tax
Im thinking about buying a PC online but im not sure if I'm ment to be paying VAT or not since i live in Guernsey. If im not do I have to speak to them about it or do i pay the tax and get a refund through someone else? If so how do i get the refund? Thanks

Specifically at this sectionAs the Bailiwick is not part of the fiscal territory of the EU, VAT is not charged.
Goods ‘in free circulation’ in the EC/UK can be imported without any Customs charges, but excise duty is charged on all alcohol and tobacco products. Some goods are subject to Import Licensing controls.
