Repayment Admin Fee

Hi, sorry if this is posted before but i've had a search and i'm still confused. My wife has a mortgage with RBS and on the yearly statement it shows a payment of £195 as a repayment admin fee.
We cant work out what this is, ring them they just say its a fee you have to pay and they changed their policy to take it early. The mortgage has been going for 4 years and its just the variable one. I've seen exit fees but why would they take this early

A number of providers now put the repayment cost on your annual statement. i.e. they show the amount outstanding and any fees to clear if you were to pay it off there and then.
