Is there Freeware that allows menu's on DVD's?

Hi there I have some old home movies I recently converted to vob files and they play fine on the DVD player but it would be nice to be able to put chapters in and make a menu with scene selection etc. As long as it's freeware i'm not to fussed how it turns out, i'm just fed up with fast forwarding through bits I want to watch on the DVD player.

I've used the Open Source software DeVeDe a few times now and it worked fine - it permits the creation of both menus and subtitles.0
