eligibility for mortgage after being non resident in UK

I have just returned to the UK after being non-resident for the last 15 years and have been told by one bank that I will not be eligible for a mortgage unless I have been resident for at least three months. Can anyone tell me if this is a universal rule that I am going to come across with all potential lenders
