P45 and New Employer

What happens if my wife sends her new employer (tansfered under TUPE) her P45 and they lose it. They are saying she must get and fill in a P46 form. As she has 2 jobs with a total income of £4000 she should not pay tax but her new employer will put her on a BR code until they sort it.
Doe the fact that she has given them a P45 and has part 1 herself mean that P46 is not required as it is for employees without a P45.

If they have lost her P45, they have lost her P45 - annoying but there is nothing she can do. She needs to complete a P46 and ring her tax office to ask them to issue the correct code number to the new employer as soon as possible.£705,000 raised by client groups in the past 18 mths :beer:0
