    Notepad :)

Or are you after a more GUI editor that does the coding in the background ?

TheFreeCountry lists various editor choices depending on raw code functionality to WYSIWYG editors.

Notepad was a serious suggestion, many hand coders prefer it! For a suped-up version try Notepad++ which throws in some formatting and stuff which will make life easier.

Code only I would go with Notepad++ (Windows) or gedit (Linux). You can also use Netbeans which will do handy things like code completion however it is a tad heavy RAM/CPU wise.

If you want something where you don't have to type code, I would also pick Nvu. You can also look at the Composer element of Mozilla Seamonkey although I haven't looked at that in years so I'm not sure how it has progressed

Crimson Editor... it's free and trust me is very good!
It's easy to install, fast and small in size.
