I have 2 little cardigans that are very vintage. They have quarter length sleeves if that makes sense? (just above the elbow) and they do up just above the belly button. Both look good with a dress.
The right shrug or cardigan can look very vintage with the right dress. For example my navy blue cardigan goes great with a vintage dress and heels and 40s hair whereas my black shrug paired with a 50s polka dot dress goes well. I'd say go for a good hunt around primark and try things on! I find that if it's fitted it looks better as at the end of the day you want to hide your arms and not your waist or your b00bs?! These are the bits that look good!House saving Targets:
