Best way to apply for tax refund

My son's fiancee is due a refund from the last tax year when she changed jobs a few times after graduating from uni.
I've read on here that once the new systems are properly up and running you should be able to phone up HMRC and sort out a refund there and then. However when will they be up and running?
Is she better sending in a letter now or waiting on this new system?

There's nothing on the HMRC website to indicate the overall state of play on the NPS system - other than :-The new system is being introduced in three phases. The first two upgrades were successfully delivered on schedule in June and November 2009. It’s the biggest change to PAYE processing in 25 years and the further upgrade in April 2010 will build on the changes that have already been implemented.
NPS is working very well.
....... the last sentence being, hopefully, a lot of tongue in cheek rather than pure cheek? As we all know, it hasn't exactly performed well when issuing Code numbers and the functionality to deal with refunds (hopefully via BACS this time ..... as HMRC accounts still can't issue Faster Payments despite that being a major plank in the shift from BofE well over a year ago) still appears to be missing.
So the ability, first time out (as this is a fundamental of the design), to consolidate all last year's employment data into a composite record (which is really what you're asking?) - do a calculation - and issue an appropriate refund / code change ............. seems, to me, to be asking a lot?

i called today about my husbands, they say up to 4 weeks to process refunds into bank aco!!!!s so they must be packed up with tax rebates!0
