CSA payments and living abroad

Does anyone know if/how CSA payments to the resident parent are affected if she moves abroad?

She has been living in Cypris for about 3 years now.0

Is the paying parent still in the UK? Is there an order in place?
Assuming she has the kid(s) with her in Cyprus - is the father trying to get out of paying child support because he thinks he can? They are still his children and partially his financial responsibility wherever they live - morally anyways.
If there is an order for support here in the UK, then yes, it would be enforcable if he still lives here.
Other than that I cannot advise sorry
