Inheritance with with disadvantages - advice please

This is all theoretical of course ....but if it were to be that my mother died and my brother and I were disposing of her estate, including a small terraced house, value about £9k, the estate in total would be about £150k split 50/50 betweeen myself and my brother. My brother receives Incapacity Benefit and Disability Allowance. He has mental problems and lives in sheltered accommodation. He is very agitated that because of the inheritance money he will lose his allowances and he will no longer be eligible to live in sheltered accommodation (the 2 are inter-linked). He cannot afford to buy a new property and he desperately needs the stability of the sheltered environment where he has lived for 12 years. My mother's old house needs complete renovation, which neither of us could afford, so he could not live there. We would need to provide for him for the rest of his life - he is 52 - but without losing his home or benefits. My son could be going on to post-graduate education, and need funding, which my brother could provide (rather than by adding to my son's student loans) £30kish, and I am partially disabled and cannot work (but do not receive benefit) and my brother could want to give me £20k towards improvements to my house which could assist me me in day to day living (eg shower room). Sorry for the length of this email but I am really desperate for some advice on this from anyone who has experienced a similar dilemma. Could my brother 'give' his money away without penalty? Is there some way that my son might accept the money and fund his post graduate education but put it into some savings accounts which would provide interest for my brother's outgoings, which are minimal? Any other ideas ANYONE please!

Incapacity allowance & disability allowance are not means tested so will not be affected

No idea on it's effect on his sheltered accomodation - I'd say the best people to ask would be the managersw of the care home.
