If you want to swap your vouchers for rewards but the amount of vouchers exceeds the cost of the reward, what happens to the balance of the voucher. Do you just lose it?

If you mean swaping the clubcard points you have for the vouchers - then Tesco will credit the balance to your account.

If your deal cost £40, that is £10 in clubcard cash vouchers, but you didn't have £10 'dead' but £11.50 (5.00 + 6.50). You do the 'deal' with these vouchers, had have the change i.e. 150 pts credited to your clubcard account.
