Tax relief for fuel when using a company vehicle

The fuel rates are only advisory (in principle) so if you can show that the actual cost is greater it may be possible to claim additional tax relief.

Tax relief for fuel when using a company vehicle
If you pay for fuel when using a company vehicle for business travel you can get tax relief on fuel costs, less any payments repaid by your employer and covered by a 'dispensation'. You must keep a record of your business mileage to calculate your expenses.
Can anyone explain what this means please, and in what circumstances it applies as I have taken it to mean the same as the OP.
