    To be honest your plan sounds like a good one - your dad also might find it easier to accept - paying what he can afford rather than bankruptcy. Although bankruptcy also might be a viable option.
    The thing is from what you've said he hasn't got any assets so the creditors will have to like it or lump it - they can't have what he hasn't got.
    Like someoneelse has said - he needs to make sure he pays the basics - heating,lighting, food , clothes, rent (?) and council tax.
    The world has changed somewhat and banks have been falling over themselves to give people credit so sadly he's in good company with being unable to pay off his debts. The bank managers are hardly going to be crying if he can't pay his bills - just remind him of their huge salaries and also no doubt he took the money out with the best of intentions - you just have to do the best you can from where you are now - whether that's token payments or bankruptcy or something else.
