He'll only get hammered on exchange fees if he uses a high street bank! There are plenty of reputable internet options that do it for a fraction of the cost. I send money overseas on a very regular basis, I'd never use a UK bank to do it!0 -

Does it have to be clothes that he buys? I went out there last year and bought shampoo, conditioner and bodywash - top brands at half the price they are here, plus got BOGOF deals....
If he is going off to Uni, a stash of practical things might be good as well as clothes. If he has a Kohls store near him tell him to shop there for household stuff - bed linen, a shower curtain, little bits like that maybe? V. good prices there. He could get lots of things that he is going to need at better prices, which has to be better than buying here in ripped-off Britain.
