Mortgage Exchanging Contracts

I've just received a formal mortgage offer from Natwest for a house we are buying. The initial survey said the roof needed immediate attention and repairs (even though the full structural we were requested to get said it required no urgent work). The surveyor is now requesting we get a roofers report and as told the bank not to release the full funds until he has carried out a re-inspection (at £50 to him!).

My question is who carries out this work (me or the seller) and should I instruct my Solicitor to exchange contracts with the work being carried out in the period before we complete? I obviously dont want to be carrying out repairs on a property I dont own, but we are keen to complete as we feel the house is a good deal.

Can anyone advise please as I'm new to this process?
