CML Disclosure form - who completes it?

I'm considering buying a property classed by my lender as a new build as it has not been occupied before January 2006. The property was purchased 'new' from the builder but never lived in. It has been used as a show property, and I am buying from the owner, not the builder. No incentives at all are offerred. I'm told a CML form will be required but who will fill this in? I'm not buying from a builder it's a private sale! My lender won't proceed to offer as the valuer is saying they need this form but no one can tell me where they will go to get it filled in. I can't believe that no one resells new houses any more but seem to be getting no where fast. Any help appreciated. Thank you.

It will be the responsibility of the seller to complete the form.
Both the valuer and lender’s solicitor/conveyancer will receive the form (see points 5, 7

Thank you Trollfever. So, am I right to say that it doesn't matter if I am buying privately? (I don't understand why the valuer finds it a problem) The seller (a private couple) should be sent the form by the valuer and obviously where it states how many other dwellings they are building on the site, it's just not applicable? This has been going backwards and forwards between the valuer and my mortgage lender for almost 2 months0

The form will be required for all newly built property that is yet to be occupied for the first time and any existing property that has yet to be occupied in its current form, for example, because of a renovation or conversion, where mortgage finance is required.The disclosure form can be downloaded from my link above and given to the vendors to complete. They can then send it to the valuer.0 -
