Tax bill after discharge

Hi
I went banksupt on 14th May 2009 and was discharged on 14th May 2010, I received an IPA of £50 per month as I was deemed to have £100 a month surplus income.
I have now received a tax bill of £1420, payable at £46 a month for the next 30 months. This bill was for overpayment of working tax credit for year ending 2006. Although included in bankruptcy, the demand was not recieved until after discharge.
Can I apply to have my IPA payment varied as my surplus income has now reduced?
