Builder survey vs. Homebuyers for a flat /// RICS vs. non RICS

Hi,
I was going to ask for a Homebuyers Report to be fully assured.
The quotes from surveyors show a HomeBuyers Report cost 400 and a Building Survey around 500.
It does not seem a huge difference. I searched the forum without success what added value a Building Survey can add if the surveyor can't access the other flats... Flat was built in 2001.
On a similar topic using a RICS surveyor over a non-RICS surveyor which advantages has?
