MY JSA HELL! what should i do? slight rant

Ok i work part time (used to work full time but hours were cut)
so i do 4-12 hours a week,normaly only 8 and i was told by my employer to sign on jobseekers to bump up my money! as i have rent,council tax etc....
I signed on the 15th of feb 2010,and was told that i would get the 1st £5 and the rest would be based on my hours i worked.
now a few days later my employer gave me extra hours,(as it turned out,it was short lived) over 16,so i declared it to the job centre and they took me off JSA!
(as i was not going cheat the job centre)
now when i when to sign up again( as i was still working my basic 8) i did a rapid reclaim and signed on as usual! this was on the 1st march!
fast forward a few weeks and i had'nt been paid anything,or told about what the amount was etc...when i asked about it they said my account was in CLERIAL
which means it was still waiting for paperwork to arrive,this was march 29th!
when i rang the JSA 0845 number,i was told my file was lost and i would have to fill in a new claim which i did....
Again continue to sign on and look for new job,still no word on money or anything! the local council need proof of my job seekers so i can get housing and council tax benitfits,but nothing as been sent from the local processing centre!
again my file has been lost and i have to sign on AGAIN! this was in April,the JSA hotline ring me back to try and sort it out,however im still not on the system as my new claim is still in clerial....i was advised to FAX my claim to the local processing jobcentre today,so i went into the job centre to do this...was took to an office with duty manager,with a fax machine in his office!
but had to make an appointment to do so,it was 3:20pm and it was booked till 4pm,i asked if he could do it now,as there was a fax machine just 4 feet away from him,but no,so at 10:15 i have to use the fax then....its the 21st of may and IM sick.....
how do i complain,surely they should backdate my claim or offer me some help?

CLERIAL is when your claim is in standby mode,either a piece of paperwork or information is missing!
in my case my actual JSA claim was missing!0
