Amny new circumstances - old system - so confused!

My first post here - and looks full of advice :D

I've just moved into a new property with my partner and our two year old daughter.

I have a son, aged eight who lives with his mother, her partner and two other children.

Up until now i lived alone (well, we shared two properties and life was chaotic!) and rented.

I'm trying to make sense of the calculations for the old system and our new circumstances.

Our mortgage is considerably more than my previous rent, in fact the monthly mortgage payment is only just under my net monthly pay.

My partner works full time, and earns a little more than me.

Now, she is not too keen on giving the csa her details, which i can sympathise with, but my understanding is there is then a penalty charge for this?

Should i suggest she does willingly submit her earnings?

Thanks

I am a NRPP, and we refused to give my details, and we were told that if we didn't do so then they would make an interim calculation which would double the amount we needed to pay until my details were taken into account. We gave in as we couldn't possible afford that. Our calculation went up by £250 a month anyway. Mysteriously when I gave up work to have our children the and we dutifully informed the CSA, without my wages the calculation was only reduced by £50 and not the original £250 that it had increased by when my wages were taken into account! .
