Shopbest (cashback scam?)

If something sounds too good to be true it probably is. My neighbour just came back from a cruise and was hassled into signing up as a member of shopbest.com ($400 membership). He's not convinced and is asking my advice. It seems on the face of it a similar idea to quidco.com but there's an extra carrot in the form of earning 'points' from people in your network's shopping habits. And that's the scary thing to me, you can earn money by recruiting people to your network.
This all smacks to me of pyramid schemes. I've told him that but he's not convinced.
Lots of Googling later and I can't find anything negative on the scheme. My feeling is that early adopters are flooding search engines with their own promotional sites in an attempt to recruit.
Do you think I'm being incredibly paranoid about this? I'm worried that this is heading to the UK. I don't want people to get caught out with this.

most cashback sites pay you for referrals so that's not the bit that's automatically dodgy but charging $400 to join when most sites are free or only take a small fee from your earnings (like quidco's five pounds):eek:"And suddenly I find myself listening to a man I've never known before,Telling me about the sea..."0
