1) the peace agreement in northern ireland
2 ) nothing else

Yeah, if we'd followed it properly we'd have had been running a surplus at the peak of the boom, we'd have:Structural deficit.

1) had the budgetary slack to afford a decent stimulus package, therefore
2) we'd have emerged from recession sooner and more strongly, and
3) we would now have a lower deficit.
The reaons Gordon broke his own rule? (Or not just broke it, but absolutely shatterd it?) A mix of one part hubris, to one part election watching, to two parts ego ('I have to be PM').
Other big FAILs:

* Not raising the tax threshhold as the Lib Dems aspire to0
