I would say the umbrella company myself.
I work for a local agy and we have just started using an umbrella company - mainly because it does leave the temp workers slightly better off at the end of the week.
Our temps request the holiday from us and we ask the umbrella company to pay it.
Sometimes, if you've done less than x hours work in one week tho, the agreement between the agy and the umbrella company is that the agy have to stump up.
