lokking for some mortgage advice - Birmingham midshires

Hello,
We currently have a self cert mortgage with birmingham midshires and I am presently blacklisted till 2012.
I have to stay with current provider. On a variable rate at present £369 pcm and BM are offering us anew fixed rate at £475 pcm which is 5.49%
Loan amount is £69,751.
Arrangement fee : £698.00
I really dont know what to do? Its quite a jump up and im unsure what the political change means to the BOE base rate?
Could anyone please advise me on this matter?
