Clerical cases????

My cases has made clerical in the past 9 weeks so there for no one on the help line can access the cases, and no one can tell me who can access it. My payments is going in to my old bank account (frozen by the bank and completely lost) so i need to get in touch and change the details (even though i did it 9,12 and 15 weeks ago!!!)
I have 2 cases, but what does it mean then they turn in to clerical cases??

I had this. You need to ring Bolton themselves the Plymouth Office is completely useless to be honest and have sent me around the houses so many times.
