Are you sure that it is not an oral surgery centre?
Our PCT has set up a Oral Surgery Centre where extractions can be carried out instead of a hospital as it is cheaper.
The referring dentist collects the patient charges which would be 45.60.
The Oral surgery centre received 3 points but NO PT CHARGE IS LEVIED AS THEY HAVE ALREADY PAID!!!0 -

If you are exempt from NHS dental charges then you are exempt from NHS charges. End of.
You shouldn't need to pay to be referred to hospital as long as it is within the NHS system.
However dont be surprised if the NHS hospital don't want to do the extractions as they will follow Guidelines set down by NICE which advise not to extract wisdom teeth that are not causing any problems. You say you are in some pain with this so you may be OK but you will need to make this clear when they see you. I had a patient that had recurrent infections but because he was the type to not complain too much he kept being bounce out of the system because at the assessment appointments the clinicians didn't realise how much he was troubled by them.0 -
Seems to me this dentist is trying to pull a fast one. There is no charge whatsoever if you are on benifits. I think you can also get your doctor to refer you to the hospital if your wisdom teeth are causing problems.

If it is an internal NHS referral then the dentist wouldnt get that money anyway so not a fast one. Also for the sake of 40 odd quid personally I wouldnt consider it worth the hassle to "pull a fast one". I dont think there is enough information available at present to pass a judgement either way. My GP wanted quite a bit to refer me for a knee assessment when I enquired about it so you dont REALLY know what is going on0
