Rates discount for insulating?

Hi Folks,
My latest Belfast City Council magazine "City Matters" has a small article (page 6) about how if I get either loft or cavity wall insulation installed then I can get a one off reduction in my rates and refers people to the Energy Saving Trust.
Has anyone taken up this offer?
I rang the EST today and they said instead because I have kids under 16 I should apply for the Warm Homes scheme, but I don't think I qualify as it states you need an NHS Tax Exemption certificate if you get Child Tax Credit (and I neither know what that is nor have one).
