Yes, they will backdate your assessment to the effective date in 2004.0

Once they have the correct information from you regarding the 2004/5 assessment they will correct this assessment and should make it at full maintenance assessment (removing any penalties, as is often the case), but they will only look at you on Jobseekers Allowance from the date YOU informed them of your change in circumstances, not the date you started receiving Jobseekers, hope this helps.
Irrespective, in my view, once you receive a new arrears figure and assessment, ask either Kelloggs (she's a true gem) or NACSA to check the assessment, more often than not they are incorrect, and the figures are not accurate0 -
Since Oct 2009 I have been earning significantly more than I think they have based their assessment on. I lose this well paid job on 31st May 2010.
I don't understand why you wouldn't inform them of the change so that you pay the correct amount.I have been paying for 2 children when I should have been paying for 1, since 2008. I am told I have a stuck case. There seems to be a reluctance to advance these cases. Meanwhile it makles the difference to me between being able to afford rent on a decent property or stay in the dump I'm in.
You can ask them to make it clerical, which will un-stick it, but mean the eeejits in Bolton deal with it.Please do not confuse me with other gratefulsforhelp. x0
