Super cheap Romanian/Hungarian car insurance in the UK...!?

I'm not sure how much truth is in the post but I'll quote it anyway (its off another forum)

I'm 24 now so insurance isn't so crazy...but for a few younger friends this could save them a huge ammount, especially as they're driving cars which are worth no more than £500 and insurance for them is double the value of the car :undecided

    i'm thinking this is possible because eastern european workers bring their cars over to the uk, insured by their own insurance companies...and i'm sure they're not all uninsured
