Council tax bailiffs fees!!

for the last 2 years I had been struggling with a business whacked by the recession, I had only just enough to scrape by paying the mortgage and buying food was even tough, at this time I had a council tax bill of £1300 for the year, I simply could not afford to pay it. I spoke with the enforcements people on numerous occasions and explained that I couldn’t pay it, they did not want to know even being insulting towards me and offering no assistance.. over this year I was only able to earn £6,000 and survived from the help of my parents. During this time the council refused to assist and instructed Bristow and Sutor to attend and remove goods from my house. I had one visit and a £180 charge from them. Eventually, I borrowed £2000 from my parents to pay a £1300 tax bill. At this time I had now another year of council tax, I found out that I maybe able to claim council tax benefits, but only after incurring another £400 in bailiffs costs which I still have to pay…. So despite talking to them and explaining and also paying as and when I could I have been faced with in excess of £1,000 worth of bailiffs charges when they have basically just stuck an envelope through the door whilst I was at work racking up obscene charges… I have now paid in full through further borrowing all the charges and council tax but am extremely agreived by these completely unreasonable charges which these bailiffs seem above the law and able to claim.

Do I have any options to raise a complaint or take matters further?
