Can we claim Mileage ?

My OH has a car allowance and petrol card which he pays tax on. One of his colleagues has told us he can also claim for business miles from the tax office. I always presumed he could not as he has the allowance (added onto his salary) and the petrol card (taxed through tax code as covers all petrol)

Does anyone know if we can claim ?
