Code 86 does apply to off road parking as you will see from the full list of contraventions if you Google:Version 6.5 of the Standard PCN Codes off street parking.

Most people win who take a PCN appeal as far as adjudication and who don't just give up when they get the first inevitable rejection letter dangling the carrot (bribe) of the 'discount' for 14 days...

APPEAL and see it as a long game, all or nothing, with the odds in your favour!
