Can't say there going be scammers but I would give them a miss if you can. I remember my mate tried a company similar. Way it worked was on the website or phone, said certain apr could be possible. When he went through the application on the phone and got a decision, they then hit him with a massive apr! Can't remember exactly what it was, something silly like 50% or more!
Could be wrong but I wouldn't be surprised if they do something similar.0
