mortgage subsidy new house

My sis is buying a new house from Barretts. As an incentive,they will subsidise her mortgage down to 3.99% (from a max of 5.5% i think). Can anyone suggest a good way of exploiting this?. She will need a mortgage of about 120k on a 175k house. I was thinking of a cashback mortgage .The subsidy is for 3 years. Any other ideas please?
